Music Program Changes for the 2020/21 Fiscal Year

All Programs:
Financing Plan
- Manitoba Film & Music has changed its criteria for the financing plan requirement. A bank statement with proof of funds is no longer required; however, the applicant must demonstrate the financial ability to manage and complete the project based on the budget submitted. The financing plan can consist of a written statement explaining how the applicant plans to finance the budget shortfall that is not covered by Manitoba Film & Music funding.
Increase to Eligible Artist (Musician) Fees
- The eligible artist services day rate has increased from $150 per day to up to $300 per day across all programs. Manitoba Film & Music will permit an applicant to pay higher rates but will only allow the maximum of $300 per day to be claimed as an eligible artist services day rate expense.
Advance Payments for Funded Projects
- Manitoba Film & Music is streamlining advance payments to applicants and will now advance 60% of its commitment across all programs. Payment will be issued upon Manitoba Film & Music’s receipt of a fully executed contract. In prior years, the percentage of funds advanced differed from program to program.
Marketing Program:
Promotional Tours
- If the applicant is including promotional tour costs in a marketing grant, a separate budget and tour itinerary must be submitted with the application.

Non-Profit Companies/Organizations Eligibility
- Non-profit music companies and organizations are now eligible to apply to all levels of Manitoba Film & Music’s recording program.
Recording Program (all Levels) Become Grants
- For all levels, Manitoba Film & Music has changed its recording program from repayable loans to non-repayable grants made in the form of a non-recoupable contribution. Past loans will be forgiven if recoupment reports are complete and delivered in accordance to the program guidelines for the period ending March 31, 2020.
USB for Delivery of Application Demos
- For applications to the recording program, Manitoba Film & Music will now be accepting recording demo files on USB.
Tour Program:
Increase in Mileage Allowance in Tour Program
- Manitoba Film & Music is increasing the mileage allowance from $0.36/per km to $0.58/km.
Insurance Requirements
- Applicants are no longer required to submit insurance policies to Manitoba Film & Music. Applicants are responsible for securing adequate insurance for their project and are advised to satisfy themselves of any and all insurance needs.
Video Program:
Annual Program Cap for Video Program
- Applicants may receive a maximum of $10,000 in video production grants per fiscal year (April 1-March 31).
