Description of Corporation
The Manitoba Film & Sound Recording Development Corporation (Manitoba Film & Music) is a statutory corporation of government proclaimed under the Manitoba Film and Sound Recording Development Corporation Act funded by the Province of Manitoba through the Department of Sport, Culture and Heritage. We exist so Manitoba's film and music industries flourish.

Manitoba Film & Music supports our province’s film and music industries through our objectives, which are to create, stimulate, employ and invest in Manitoba by developing and promoting Manitoba companies; producing and marketing film, television, video and music recording projects; and to promote Manitoba as a film location for national and international production companies. Manitoba Film & Music is a member of the Association of Film Commissioners International (AFCI).

Note: As we are a statutory corporation of government, a design agency responding to this RFP must reside and operate in Manitoba.

Project Description
Manitoba Film & Music is seeking a company to provide the following services:

In 2020, Manitoba Film & Music launched its new branding. The website needs to reflect this new brand and be easy for staff to update with images, music, trailers, news and funding-program updates. Attached, please find a proposed content map to be used in the creation of the site. Ideas will be welcome from the agency selected. (No ideation is required when submitting your bid.)

Annual report
The annual report is due to the Government no later than July 29, 2022. You will find the 2019-20 and 2020-21 annual reports on our website (mbfilmmusic.ca) to use as a reference.

Line producer’s handbook
The line producer’s handbook is a tool we provide to line producers to assist them in producing a movie or TV show in Manitoba. Please find attached a copy of the 2021-22 handbook to use as a reference. Please note that this handbook is confidential and must not be shared. (Note that there is a possibility the current handbook will be used for one more year, requiring only copy changes to the InDesign file.)

Please break down costs by project and include a total budget. Also, please include how many hours you anticipate each project will take and your combined hourly rate.

Bid deadline: December 6, 2021
Bid second stage deadline: December 17, 2021
Agency selected: December 21, 2021
Website deadline: March 31, 2022
Line producer’s handbook deadline: April 30, 2022
Annual report deadline: July 15, 2022

After receiving submissions, Manitoba Film & Music will select up to two firms to develop initial concepts for one of the projects listed above and will pay $500 to each design agency for this work.

Evaluation Criteria

Any given bidder, including the lowest bid, may not be successful. Manitoba Film & Music also has the right to select different bidders for different projects. Manitoba Film & Music is not responsible for any costs incurred by the respondents in preparing or submitting their proposals, except for the two firms contacted by Manitoba Film & Music to provide concepts.
