Manitoba Film & Music announces music program changes for 2023-24

Manitoba Film & Music (MFM) has renamed its music programs. The new names are as follows:

Produce—previously named the Music Recording Production Fund Program

Produce—Out-of-Province Artists—previously named the Music Recording Production Fund for Out-of-Province Artists

Perform—previously named the Recording Artist Touring Support Program

Promote—previously named the Record Product Marketing Support Program/Music Video and Viral Video Fund

Build—previously named the Music Business Development Fund

Despite these changes, program guidelines remain largely the same except for the changes noted below and the merging of the Record Product Marketing Support Program and Music Video and Viral Video Fund into the Promote program. Promote is intended to offer a single source for marketing, video and content creation for the promotion of recordings. Please refer to the program guidelines for more information.

Grace period for project eligibility – Perform and Promote programs

Due to the delay in opening the programs, MFM will allow expenses to be claimed prior to applications being submitted for the Perform and Promote programs.

The earliest backdated expense or project start date would be April 1, 2023. This grace period will close on April 30.

 

Program Guideline Changes:

Completion reporting changes – all programs

As part of the completion reporting process, MFM will perform spot audits of project costs. Applicants will no longer have to submit receipts/proofs of payment for all project expenses, only for those requested by MFM staff. Applicants are required to keep copies of all of the receipts/proofs of payment.

Produce and Produce—Out-of-Province Artists

Applicants who manufacture physical copies (CDs, vinyl, etc.) of MFM-funded recordings are now only required to deliver two physical copies of their completed recordings, as well as the digital files.

Promote

Program funding caps: MFM has implemented a program funding cap for applicants seeking marketing/video funding but do not have an MFM-funded current release. For applicants without a current MFM-funded release, Manitoba Film & Music’s financial participation may be up to a maximum of $5,000 per fiscal year (April 1-March 31). For applicants with a current MFM-funded release, Manitoba Film & Music’s financial participation may be up to a maximum of $10,000 per fiscal year (April 1-March 31).

Confirmed tour dates required: For all applicants, a minimum of four confirmed tour dates (live concert dates) is required to receive more than $5,000 in Promote program funding.

Promote funding cap for out-of-province artists: For out-of-province artists who have received MFM recording funding for their current release, Manitoba Film & Music’s financial participation may be up to a maximum of $5,000 per fiscal year.

Perform

Program funding caps: MFM has implemented a program funding cap for applicants seeking tour funding but who do not have an MFM-funded current release. For applicants without a current MFM-funded release, Manitoba Film & Music’s financial participation may be up to a maximum of $7,500 per fiscal year (April 1-March 31). For applicants with a current MFM-funded release, Manitoba Film & Music’s financial participation may be up to a maximum of $15,000 per fiscal year (April 1-March 31).

Perform funding cap for out-of-province artists: For out-of-province artists who have received MFM recording funding for their current release, Manitoba Film & Music’s financial participation may be up to a maximum of $5,000 per fiscal year (April 1-March 31).

Produce and Produce – Out of Province Artists program deadlines

The application deadlines for these programs are May 11, 2023, September 21, 2023, and January 18, 2024. Applications must be received by 5 p.m. CST on the day of the deadline to be eligible.

Build program deadline

The application deadline for the Build program is June 15, 2023. Applications must be received by 5 p.m. CST on the day of the deadline to be eligible.
